The 56th Plenary Session of the North Eastern Council (NEC) got underway at modern Prajna Bhawan in Agartala on Monday. The main agenda of the two day the meet is to approve ‘Vision 2020’ to attain development in all spheres of the region blessed with huge resources, but left unexploited mainly due to absence of comprehensive policies and planning.

Union Minister of DoNER Mani Shankar Aiyer, Governors of all eight states, chief ministers of Tripura, Nagaland, Mizoram and Manipur are attending the regional meet. Chief Secretaries of the states, officials of the DoNER and the NEC are also attending.
 
Chief Ministers of Assam, Meghalaya, Arunachal Pradesh and Sikkim could not attend owing to their important engagements.
 
Prelude to the opening session the dignitaries offered floral tribute to the bust of country’s first Prime Minister Jawarlal Nehru.
 
The two-day session would discuss several issues, but main focus is to approve ‘Vision 2020’. It was tabled on the first day for discussion by the delegates. The signing of the document would take place Tuesday morning. Thereafter Union Minister, Mani Shankar Aiyer would discuss prospects and promises of the document in a news conference.
 
NEC Secretary, Falguni Rajkumar informed that the vision document has been prepared by New Delhi based National Institute of Public Finance (NIPF) keeping in view the ground realities of the region. Views and suggestions of the NGOs, intellectuals, corporate, individuals and feed backs of the sample surveys were incorporated in the document.
The NEC has also taken cognizance of the vision document separately prepared by some state governments and outcome of public hearings held in all the states of the region to give a final shape to the Vision 2020 document.
